- Construction of national grid electrical substation and installation of 1.2 MW transformer, installation of internal power network distribution boards.
- Preparation of land Topography maps of the project’s site.
- Preparation of Geotechnical and hydrological studies of the project’s 100 hectares site.
- Landscape engineering according to initial Plot Plan.
- Carrying out technical and Feasibility studies of the project and updating these studies by institutions/entities accredited by the National Credit Association of Banks.
- Preparation of Bankable Feasibility Study by Nexant (UK branch).
- Forming a banking syndicate under the agency of Tejarat Bank.
- Finalizing and signing a 25-year contract for allocation of Feed-stock (natural gas), amounting to 5.33 million cubic meters per day with Hormozgan Province National Gas Company.
- Preliminary site preparation and land leveling of project’s 100 hectares site.
- Construction of patrol road and installation of 4,100 meters long precast concrete wall.
- Completion of EIA report.
- Purchasing 13 hectares of land for establishing residential complex, nearby the beach in the vicinity of Qeshm city.
- Preparation of tender documents, distribution of ITB, evaluation of proposals and signing of EPC+F contract.

- Approval of the Project implementation by the Deputy planning of the Ministry of Petroleum.
- Approval for the allocation of feed-stock and fuel gas amounting to 5.33 million cubic meters per day from the Ministry of Petroleum.
- Approval of the EIA report by the National Deputy of Environment.
- Approval of company economic activities by Qeshm-Free-Zone Authorities.
- Electricity supply agreement for construction phase issued by the Ministry of Power and Energy.
- Construction permit, issued by Qeshm-Free-Zone Authorities.
- Foreign exchange allocation for the aforementioned EPC+F contract by the Central Bank of the Islamic Republic of Iran.
- Construction permission for water intake & outfall facilities nearby the sea with allocation of 6 hectares of land by Qeshm-Free-Zone Authorities.
